통합적 지역고용거버넌스의 현황과 향후 과제 : 경기도 노사민정협의회 사례를 중심으로
본 연구는 경기도 노사민정협의회를 중심으로 지역고용거버넌스의 현황과 향후과제를 살펴보았 다. 경기도 노사민정협의회 현황을 파악하기 위해 크게 조직체계와 참여주체 정책역량으로 구분하 였으며 조직체계는 프로세스와 제도 측면으로 나누어 살펴보았다. 경기도 노사민정협의회의 경우 프로세스 측면에서는 회의의 형식화, 공감대 형성의 부족, 이행․점검의 미비가 문제점으로 나타났 다. 제도 측면에서는 위원구성과 사무국 운영 등에 있어서 문제점이 나타났다. 한편 주체 역량 차원 에서는 참여주체들의 의제발굴이나 정책개발 능력에 있어서 개선해야 할 부분이 나타났다. 이러한 현황파악에 기반한 경기도 노사민정협의회의 향후과제는 법적 위상과 기능, 역할에 대한 명확한 규 정, 경기도집행부와 노사주체들 간 권한을 공유할 수 있는 협조체계 구축, 그리고 참여주체의 역량 강화로 요약된다.
Current State and Policy Tasks of an Integrated Local Employment Governance : A Case Study on the Gyeonggi-do Local Associations of Labor, Management, Government and Community
This study aims at examining current state and policy tasks of an integrated local employment governance focusing on the Gyeonggi-do local associations of labor, management, government and community. Findings of this research and policy suggestions are as follows. First of all, there are several problems in the aspect of the process and the system of the local associations. Secondly, major parties in the local associations show limited policy capacities and representativeness in fully utilizing the established governance. Thirdly, strong policy supports are needed in order to strengthen the structure of the association and the capacities of the concerned parties as well.
